The Project

A unified online platform will be created to manage and facilitate the operational processes of the Municipalities and the Regions of the country, as the national legislation defines them for civil protection from natural disasters and the consequent social responsibility. At the same time, the design of the platform allows easy configuration with functions that can respectively facilitate the unique business processes of local businesses, such as tourism and others, as well as their connection with local government before, during, or after crises resulting from natural disasters.

The Opportunity

Local authorities around the world are in charge of operational functions, obligations, and civil protection tasks that are of the utmost importance for the protection of life, property, and the local economy. According to the recent legislation on Civil Protection (Law No 4662 / 2020), the first and second-degree local authorities of the country undertake important responsibilities regarding the reduction of the risk of natural disasters and include necessary actions/procedures in prevention, preparedness, response, rehabilitation, as well as feedback to reduce risk and enhance resilience in a local scale. Respective procedures are part of the operation of potentially affected companies, mainly for the protection of life and infrastructure, so immediate and efficient risk management is crucial for local entrepreneurship and the strengthening of the added value of local products/services. New technologies and automated tools based on them can help in the digital transformation of these processes so that local authorities and local companies are able to implement their business plans more efficiently.

The Platform
LocalPro

The LocalPro online platform will include features to facilitate processes and actions horizontally such as direct communication, two-way information, reporting, and awareness as well as an early warning for the readiness and guidance of staff, crews, and residents through an interconnected smart mobile application. In addition, the LocalPro platform has the potential to expand with specialized tools, based on the latest scientific methods and solutions, for managing local risk from specific natural disasters such as rural fires, floods, and earthquakes. The basic parts of the system are the web application and the mobile application, which work supplementarily and the communication channel they create with each other is the main advantage of the product.

Structure

The platform combines a web interface in an administrative mode where the head of the local authorities (or companies) can manage all the functions and information provided and a mobile app interface for the users, who through it they will have information and it will facilitate the communication with the "administrator". Users of the mobile application can be citizens, visitors, or volunteers in the area of each administrator.

Scalability

The design of the platform already allows its expansion with the specialized, technological tool Ofire+ which is an existing commercial product of OMIKRON SA and it’s a local risk management tool for rural fires. As part of this funding, the consortium aims to develop two more tools that will be integrated, as extensions, into the LocalPro platform for local risk management featuring floods (Oflood) and seismic phenomena (eQuake).

Smart architecture

The platform is designed so that at a later stage it can be easily configured to cover the specific local, environmental, and administrative needs of other local authorities in Europe, as well as similar companies, thus ensuring the ability to transfer and grow in markets beyond Greece.

Results

The main result is the entry of the consortium into the domestic market of natural disaster management systems by utilizing both new technology tools and specialized scientific methods. The implementation of the proposed investment will lead to the development of three combined products, namely (a) the integrated technology web platform of LocalPro, and the expansion tools with additional specialized risk management functions based on local characteristics from (b) floods (Oflood tool) and from (c) earthquakes (eQuake tool). The overall goal of the production system is to improve society's resilience to natural disasters. In addition, the connection of the LocalPro platform with the existing Ofire+ expansion tool is created, which is a commercial product of OMIKRON and aims to manage the risk based on local conditions from rural fires.

Application

The project is funded by the financial tool "Investment Innovation Plans" in the Region of Central Macedonia and will be piloted in the Region of Central Macedonia, while some specialized operations will be audited in the Municipality of Thermi.
